How to make Feathers?

I am modelling a cartoon pigeon and i want him to have definate feathers on his wings and some feathers on his body. what would be the best way to do this? also i would like the feathers to move in a feather like way for example they will blow in the wind.

I would be grateful for any ideas!

you'd probably need to use some sort of fur/hair type function for the blowing part, but for creating feathers, you could use paint fx or create an alphad texture and cover your model in little planes with the feather textures applied.

Mike, would using the 'paint emitter tool' then using sprites work in this case??
