Default What is this?

What in the world is this? How did it get there and how do I get rid of it? This is what my move handle looks like suddenly...

You've switched into Normal space for your Move tool. Hold down the "w" key, left-click to bring up the marking menu, and then select one of the other transform spaces (object, local, world).
