Selected polygons smooth

In XSI Softimage there is greate deformer called Smooth.
It can be applied to selected polygons or it can be applied to whole object.

In Maya SculptTools(ArtisianTool), Flood function applies deformers to whole object.
Is there any Maya script or plugin that can apply smooth only for selected polygons ?

Not AveregeVertices.
Not Subdivision change.
