Street light

I need to know the best way to make this scene look like it just rained. And ideas?

I tried making the sidewalk look wet by duplicating the layer and basically making the top copied layer look like wetness by giving it a bump map...but there has to be a more realistic way of making everything look wet....any ideas?

Making a simple ray mirror map would make puddles.
Uv mapping the street should be easy.

If you're using Mental Ray you can add blurring to the reflections, that would make a drastic change and of course you have to give your street and environment to reflect. Right now the street looks like it has a clear coat.
