get a mac. There bundled DVD program is so easy to use and rather intuitive.
Otherwise what is there for PC, Premiere, After Effects(but thats more compositing) and Avid.
Most of them rely on the same base. Sure they may not look pretty but they are rather easy to use.

Theres also Sony Vegas, and many many many more, but I would go with Prem of Avid, There both easy to use, Prem gives you more options for burning directly to DVD, where as avid you would have to bounce it into another programme to burn (unless you have the full suite).

After effects is a compositing app, not an editing app, hence After effects isnt the right tool for the job.

Take it you've not used a proper dedicated editing app then? AE aint an editor, its like saying maya's a sculpting tool like Z, it cando it but it aint cut out for it.
