Help with centre pivot

Im in the process of blocking out a model I have just started, I moved the pivot to extend the arms out...to hopefully rig the character once I am happy with it, to get the T-stance . but now when I select multiple vertices in the same region the pivot either on the rotate tool or scale tool is so far out and when I go to CP it seems to have no effect, can someone tell me if I ma doing something wrong,as I have not touched maya in a good few months and getting back into it again...as soon as I remedy this problem I will be sure to start posting progress pics of my character in the works user added image

In the rotate / scale tool options turn off use object pivot ?
