Create fog that can be interacted with

Hi guys, I've created some fog with a 3D fluid container. Given it a little wispy texture with the texture opacity setting. It looks nice and can be animated with the texture time setting. however there doesn't;' seem to be any way to get anything to interact with this fog. I need to be able to have a person run through it.

I guess it's because the wispies are only a "texture" being animated and not dianamic?
