Cloth Modeling

I am planning on modeling a fairy. I wanted to make something that resembled blink from genx and tinkerbell.

Do I model the clothes on the model or do I make the model first, and then add the clothing on top of it?

Make the model first.. then you can make the cloth after by modeling the the shape of the cloth or by creating the cloth by using curves.
