How would you approach creating blendshapes for eyelids?

I have these eyelids for my character tat, are, unfortunately attached to the skin as apposed to being seperate geometry. Which means i can't just 'rotate them'.

For realism i have to create blendshapes.

How should i go about doing this,.....using joints, pulling verts, soft mod?

Any ideas.

I love simplymaya!
