Several easy questions

First of all, how do I apply the fur modifier to a face? (It covers the whole object when I try it.) user added image

Second one, how do i weld vertexes? (Taking several vertexes and squashing them together) user added image

Third one, is it possible to use the create polygon tool so it only reacts to vertaxes?

I think you select the object, then open the paint effects tool, flood it white then paint it black for were you want the fur.

I'm pretty sure, i'm at work so i can't remember the exact steps.
