Maya 2020 fundamentals - modelling the real world

Bones and legs, grr

hello pp user added image
i just have a question about skeleton structures for biped characters user added image
this leg, its got all the bone i want, but im having some trouble doing the Roll SDK attribute for it because to do so, i would require the heel and those bones to pivot AROUND the 2nd bone from the end of the foot, at the moment when i rotate that bone, it just rotates the toes, i want to rotate everything b4 that bone so its like someone lifting their foot off the ground but with JUST their toes touching the floor
