I need help with a tool type thing.

I was wondering if there was tool that could place a object in the blue spots and all be facing the same way as the red arrow shows.
If not can you tell me a decent way to do it.

You can use the duplicate special mode from the edit menu to copy the one shape you have around in a circle facing the centre.

It gives you options for the amount of duplicates, facing direction, various translates, etc.
