Modelling for animation

Looking for advice on modeeling for an animation. I'm creating a creature, based on the deep sea angler fish, so huge jaws, large teeth. Wondering how best to model this for rigging. I need the jaws to clamp shut so im thinking it should be modelled with jaws locked then rigged than add in the teeth afterwards? This seem like a good plan or are there any better suggestions?

Your plans sounds pretty good you can always use blendshapes as well.
