Help with finding a specific tool

I often get into situations when I need to do the following:
user added image
By bennyk_il at 2008-07-21

Of course on a larger scale, but I'll find a tool that'll allow me to do this quickly very useful.

does anyone know if such a thing exists?

I was gonna say bevel, but thats not a bevel... as far as I know, no. but I could be wrong

What I need is something that;ll allow me to smooth the angles just a bit so there wont be so much difference when I smooth.
Is there another way of doing this?

I usually use 'add edge loop' tool close to the edge but it doesn't always work...

2008 has a poly crease tool, it's alittle hit and miss but it can get nice results.
