I downloaded a toon shader...

i downloaded a toon shader but i have no idea how to use MEL files, what i want to do is model some characters from a web comic, but i cant seem to get a toon shader i know how to use or provides me with the properties i need

Try using Maya Vector. I do it sometimes for just normal pictures. Set the edge-line thickness to 2 and make it render 2 colors. I'd send a screenshot of what I mean, but my other PC is the one with Maya on it.
