Hmm,
I have resisted posting this for 2 days, but I finally give up.
OK It's like this - all the while i have been using Maya, there has been this "handy" Toolbar??? on the L/Hand side at the top of the viewport. - From it I have accesed things like .......

Panels>Panel>UV texture editor? and definitely the Paint Effects can be got from there... I have tried all I can think of - (Besides Re-Installing - to get it on again!!!) Please can someone please help me, will enclose a piccy of where it normally was ... so you can see where it was... user added image It was just in a strip across top...

Try shift + m.

Shift + m toggles your panels on/off. Ctrl + m will toggle your main menu bar on/off.
