Modelling mouthshape

I'm modelling a character, rather unsuccessfully, I'm trying to model the 'o' shape.

Does anyone have any ideas how I can achieve this in an easier fashion?

I've tried the soft mod tool, but it's not giving me the results I'm looking for.

Is there a way I can make a circle, position it near the mouth and snap cvs to it to give it the rounded shape??

I've attached an image to give you an idea of the characters head...
