Help Makin a Lightsaber texture

can i get some insight on how to make a lightsaber texture, i wan the look thats like this....

looks like a very simple high frequency noise pattern to me.

talkin about the saber texture, ive tried, some1 else said use area light for it, but im clueless on lights and how i would do that.
