Introduction to Maya - Modeling Fundamentals Vol 2
This course will look in the fundamentals of modeling in Maya with an emphasis on creating good topology. It's aimed at people that have some modeling experience in Maya but are having trouble with complex objects.

newbie question about attractors

So I'm trying to learn how to add movement to fur. So Ive made a plain of fur that looks like grass. I have added dynamic chain attractors to it and added wind.
What I dont understand is, in all the docs the attractors bend like they should, but my attrators only bend at the first joint. the second joint stays upright. so my grass moves very strangely.
I have added jpg file to illustrate the trouble.
Can anyone tell me what I am doing wrong, or help me find the setting that I need to change?
The docs Im using for instructions are from the manual that came on my disk set, so to me they are addressed:
