How can I insert hair in exactly vertices that I want, and not in entire object?

Flood with baldness then paint hair on or use curve to control the hair.........dave

or option 3. don't use hair and learn to something simpler first.

create curves and snap the curves on vertices where you want to place hair. then convert the curves to dynamic curves and assign paintfx hair later to the hairsystem .
