IK Rigging handle foot toe problem

I've added IK handle to my ankle, ball and toe and then I created a curve for the controller, I parented ik handle to my curve(curve as a parent) and then I made a group from my ankle and change the pivot to the ball joint,,,

the question : why my toe moved when I try to rotate my group(there's IK ankle inside it), I want my toe stay right it is
