i believe there is a stairway - you can see a small protrusion from the platform in your reference pic - the stairway goes in both directions - one of them is for the entrance and the other for the exit - the stairways meet near the center of the building directly in front of the main doorway - they are hidden behind the protrusion. i know that's kind of confusing but it's as clear as i can make it without drawing a picture user added image

what is hard to understand - you cannot see the steps anyway, why bother to model them?

the steps are behind the little cube that sticks out in front of pool. and if i am informed correctly, you have some big steps, like platforms - to each platform leading up 13 or 15 steps, and every time you step on a little step you feet get watered by the water of the river to clean them - but that is no longer working, as others tried to understand how it workds, ripped it open, and destroyed the mechanism. now it is only stpes, no watering any more.

nope that is something in between, the small steps are even smaller, and the platforms are bigger. but basically you have staircase leading up and meeting in middle, all is hidden behin a wall. so you dont see the side if you look at front of taj mahal. the scale is off in your first stage - as i wanted tell you that the big platforms no human can climb, as there are the mentioned 13 or 15 steps lead up to them.
