Having issues with scaling with a head model

I got a model i've been working on and i can't seem to scale it down with out the eyes getting moved out of place. Is there someway to combine them to the head and still give them the ability to rotate? I still want to be able to add a joint there so the eyes can move during animation but not really sure how to go about doing this. Any help would be appreciated. Thanks

i found that grouping things gives you the ability to scale everything in that group without things going out of place
