human ik controller-effector moves despite being pinned

hi,

i created a skeleton and controls for it in the human ik.
then i pinned the rotation and translation of the Ctrl_LeftWirstEffector and the Ctrl_HipsEffector.
now when moving and rotaing the Ctrl_LeftShoulderEffector the Ctrl_LeftWirstEffector moves too a little.

why is this happening and how can i prevent a controller being moved by its parents?

ok, i had to set "ik blend t" to 1.
but now i'm wondering what is the "pull" control for? i can't find it in the manual.
