DVD reel format

Sorry this is slightly off topic but when someone asks for a dvd reel do you typically make it like a movie dvd that will play on set top players or just a dvd data disc ?

I guess it makes sense to do the former since it will play on either a player or computer but just wanted to get some opinions.

Unless specified by the client, a normal video disk (not data) is the norm.
