Blowing Cloth

I know how to make some cloth using Cloth and i know how to make something hit it. But how do you make it look like the wind is blowing it. Ive tried particles and i couldnt find a way for them to collide. Or will some kind of field work?

Not sure but you might need to add gravity as well. You know... it's like force and counter-force...
