Multi Cut Tool/Extruding Issues

I am having an issue where I am extruding a face and then giving it a positive thickness, now I cannot insert an edge loop. But when I put the extrude with a negative thickness I have no issues with edge loops? Why would my direction affect this ability?

The insert edge loop requires all quads in the region you are drawing the loop. Can you post a screenshot of both positive and negative thickness?
