Have a problem with moving the vertices out

Hey Guys!
I'm sorry. I'm new in modelling and I got a problem user added image
Try to create simple character in Maya 2017 and stuck on moving the vertices out.

My steps before was:
1. Created a cube.
2. In front view port aligned cube to the body, scaled it down.
3. Made insert edge loop for changing the shape
4. AND FINALLY when I went to vertex mode, select a few vertices using scale tool ALL my vertices moving, while I need to move one by one.

I would most grateful to you for helping me user added image

If they're yellow, you have soft select on. Hit b to turn it off.
