best way to build large environment

I know how to model environments but I have a problem where to start when doing large outside scenes. Should I model out all the landscape first, or any pieces such as the house or buildings first. I currently want to do a forest scene but I dont know where to start. Also should I do the enviornment in another program like Vue then import it into maya. Any help would be appreciated.

what i do for landscape is use terragen to make a realistic landscapethen save it as a .lwo for lightwave then convert to .obj with LW and import to maya... it seems like a lot of work but it really isntuser added image
