In Maya 5 there is Flash export/import or rendering...or somthing like that. There's also vector rendering. Brian E did a vector render of Craigs cyber dog...looks great...look for it on the site.

There are cartoon and cell shaders for other versions of Maya too. Have a look at;

WEll I remember that they used Power Animator for South Park. So i;m pretty sure you can do it in MAYa now that they have more render solutions with MAya 5.0. It would be nice to see how it comes out too.
