animating/modeling a priest

I am looking to model a priest. The priest has a long robe which cover the legs, but the priests feet stick out slightly at the front.

My guess is to model the priest and have the robe tuck up under itself and attach to the shin area of the leg however as a newbie I would love some professional advice regarding this.

Is there an easier way to do this? Or should the way I describe be suitable for the priest? Particularly when I rig him and try to make him walk?
