How do I make a rubber band effect?

I would like to be able to make a object elastic like a rubber band, i can not seem to figure it out does anyone know?

you could try turning the object into a soft body and setting up a dynamics simulation with the object constrained to a few locators, and the goal weights animated among them...

Simple method might be to apply a "squash" deformer and animate the "Factor".
