Mirek probobly has a better solution looking at his shading networks, but i will say it nonetheless:p :
Give the color of the spotlight a yellowish tint (but still white)
increase the drop off rate(edit: use linear decay and up the intensity of the spotlight, make the penumra angle like 5 and your cone angle like 35 orso), and maybe even some lightfog.
If you want your wooden fence to look a bit more real, slide the color a bit more to grey in the color chooser.

mastone has some good oil there mate.., close to what I might have done. But I will do something different.

I am flat out with uni and whatnot, but it will be done within 48 hours, in the meantime you can get a piece of paper and a camera (preferably digital) and a torch, this will be to map your spot light/lamp.

shine the torch onto the paper (while the room is in darkness) and if you can do a long exposure with the camera rock solid (tripod preferably.., but you get the picture,) so you dont need a flash for the camera.., then put the image into photoshop (the image of the torch on paper from behind the paper) and invert it.

that will give us a good start. I might have one here anyway (an image like that) Im not sure of the torch (should be one here somewhere) but I might be able to do it for you and e-mail it to you if you have trouble.

anyway, get that image and the rest will be explained soon.

if you look at a torch shone on a wall you will see it looks nothing like the round light of a maya spot light, the maya spotlight looks fake; you look at the light shone on to the ground from a street light and you will see it is not a prefect light like maya, no light looks like maya, there are always caustics.., this is what the mapping is for, to give a sense of reality.

as for the fence, my advice is look at mikes free tut on texturing from maya to PS.., he uses a fence like yours as an example.., you can not go wrong following that tut.., some good oil there too.

couldnt get the double sided shader to work with the spot light in it.., here is a very fast version of what I was talking about.., the intensity will also control the distance to a certain degree, but this is not what I meant to do before, this is fast and something you can play with until I get some more time

introduce a spotlight and change the cone angle eo 170 degree

map the colour with something, a image of the street, or to get a good caustic effect, do what I said with the torch but in this case I used this

so when I render I get something a little mre realistic than the perfectly round light

I got this, same default settings/

not as sophisticated as i wanted to show you but short on time and i promised 48 hours.., but this should give you some ideas

so you can see how much mapping your spotlight can change the scene.., when i get time I'll show you what is significant about spotlights.., because actually, you can map any light like this but a spot id the only one with 'drop off' in the AE.., and thats something you can play with user added image

here is a render with light to see more of the "texture " user added image ... i'm not so good but thats my work so far ... The light spot on the lamp is define to be for a noon light :blush:
