proportional modeling

it is possible in maya to use proportional modeling without tag some points, like in softimage....where i can just pull or push "1" point without tagging

If "tagging" = "moving several vertices at the same time", you are probably modeling with nurbs. Model with polygons to move only one vertice at a time.

technically, when working in nurbs you are just moving one point, bit i see what u mean darkware user added image
oh, not many of us know what tagging is btw cos we dont all use XSI, care to explain?
