Dose Maya have a drawing program in it?

only thing I know of is the Paint FX canvas function.

it does, its a lil bit crappy and i wish they bettered it, but it does...

rendering>texturing>3dpaint tool... (also youll want to have the visor open)

it doesnt looks like made with it tough... user added image
the environment and reflections looks like a skyshader plus big circle with a photoshopped moon, and rain looks like paintffects rain but straightier... and the whole image looks like filtered on photoshop or something, but yes looks like it could be made with "straight of the box" maya tricks...
