Actually, Darkware, you have frame 0 and frame 1, and everything in between. Both in the timeline and in the render globals you're able to input decimal numbers like 1.25, 1.5, and 1.75. So since you are also able to input frame 0.5 then yes, there is a 1/2 frame. user added image

I hate it when you try and scrub time to frame 1 and it stops at 1.65. What use is .65 of a frame!
