folds/creases in garments?

HEY FOLKS!@ ahh man, am trying to get this thing finished but have ran into a issue. I like to keep my topology clean, but I need to create the sense of cloth with slight folds and creases.. imagine those "hooker" boots where the boot follows way up the leg from the foot. Im having issues creating believable looking folds. heres a pic of the thing im talking about

this model is not set in stone.. it can be changed.. so.. please throw any suggestion u have or.. link to a tutorial or something please

Why not just type in Thigh Length boots on google get your references from there, then making sure you have a fair amount of geo, use the artisan tool to sculpt the folds or if you have access to Zbrush or Mudbox do it there and then export a displacement map

hey guys! long time to reply, but both suggestions were great! both suggestions were great! thanks for the tutorials and also the suggestion of zbrush, I really need to learn that program for this like this, but ended up just keeping it all Maya.
