Stuck in bend mode?

everytime i open maya and crate a new poly its yellow and doesnt allow me to move and vertexes, i tried reseting the default setting nothing...i dont know why? user added image

I think you're in soft selection mode, or soft somethingorother mode, pressing B should fix it
