Plug-in Manager ?On of off?

Is it a good thing to have the Plug-in Manager operating with a bunch of plug-ins loaded all the time or doses it eat up the memory while it's Activateduser added image or dose it really matter.

as far as I know it will eat up your start up time a bit to load all the plugins. I suggest, If you don't need them, leave them off.
