Change Rotate axis to Local/World has no effect

If I make a selection of multiple verts and faces and I change the Rotate tool settings to "Local," the axis still appears to be set to a world axis.

Is there any way to alter the axis of rotation so that it matches the average angle of my selected faces? The pic below shows the handles all matching world axis even when local has been ticked under tool settings. Shouldn't the handles be angled differently?

I've run into the same issue before. It would be nice if there was an option to set the rotation to line up with the normals like the move tool has. But to my knowledge, there is no such option for the rotate tool.

Ive had the same problem too....pain in the bum.

I ended up doing the 'create object' and snapping it to my object in question then parenting etc etc but to do it for what you want Mega probably is impossible.
