Can vertexes be moved after binding?

If I make a model and bind it to a skeleton, can I later adjust some of the vertexes, for example to alter the face to a different face? Or to tweak the shape of the model if I don't like how something looks when I animate it?

no, once it's bound that it - you need to get everything finalised before binding.
