Random tentacle movement

I am designing a creature with tentacles that only needs them to flail around and collide but not grab anything. What would be the best way to move the tentacles randomly without needing too much control?

I have them set up now with bones and IK spline. I read that you can create hair controls for splines but I want these things to really wriggle.
