Is there a way to adjust the curves in Maya other than by moving the vertices around?
I'm talking about a specific tool available in most 2d software to adjust vertex graphics.. I'm not sure how it's called, but once you click on the vertex it shows these two lines coming away from it, you can move them around or pull away and it changes the shape of the curves.. Maya has it built in it's graph editor, but I couldn't figure it out while playing with the curves themselves.

As far as I can tell, curves are built two different ways in maya. The graph editor has the traditional bezier curves with the anchor points and control points, whereas the CV curve tool describes the shape solely based on where the points lie and how far apart they are from each other. This is how NURBS surfaces are built as well. The math is different. To get a corner, place 3 CVs on top of each other.
Maya 2012 has Bezier curves and you also convert between NURBs and Bezier. Not sure when Bezier support was added though. They work just like in photoshop although I do not use them as I find the normal Nurbs curves easier to control.
