Mixing flash characters with Maya?

I wanted to try the mixed media approach and my plan was to model background in Maya or VUE xstream then import them to flash, where i'll animate the 2D characters. Would do you think, is this a realistic approach. The sort of look I wanted to try was similar to this from Waltz with Bashir.

any help on this? how can I achieve such a look? 3D background and 2d characters?

I would have thought that some thing like nuke or aftereffect would be there you composited them have you tried a flash site as we are mainly maya users............dave
