Introduction to Maya - Modeling Fundamentals Vol 2
This course will look in the fundamentals of modeling in Maya with an emphasis on creating good topology. It's aimed at people that have some modeling experience in Maya but are having trouble with complex objects.

I may not be great at animation but my Maya knowledge is more than enough to put me in the Normal category >_<

Most likely yes.

Since I want his arms and legs to bend in a cartoony sort of way I will not be using IK. I will create some set driven keys though and do alot of the movemnts by hand joint by joint.

A spline IK might work for that kind of curvy movement. Good job!
