shoulder, elbow, wrist - What am i doing wrong?

Maya 2012

Ok, so i have the shoulder joint -> elbow joint -> wrist joint, 5 fingers, skin, etc...

i set up an IK solver from the shoulder to the wrist.
works great.

i start animating and i get a problem -
i move the arm by the IKsolver on the wrist and place it from CHRIST pose to
down by his side.
set the key.
wait a sec, i need to adjust that shoulder a bit.
but, after setting the key for the IKsolver along the arm by moving it at the wrist -
i am no longer able to rotate the shoulder.
huh?

this happens with thigh->knee->foot, also.

what am i doing wrong that is causing my IK joints to freeze like this?
if i use an IKsolver to move the arm pose by the wrist, then do i have to
sacrifice the ability to modify the shoulder?
if so, then how can i move the arm into a location now with the fluid motion of the IKsolver and
still be able to animate him rolling his shoulders?
