Default Maya rigging please help

Hey guys, i have stuck on this for 3 days, and no idea how to do it. I am following a tutorial, that was given from studio here where i live, need to do a animation, so i can be able to enter there for internship. I modeled, re0modeled the character, But when it comes in this part, i have stuck.

I need to do this

And i stuck on this, because i need to use edit membership tool

I need to connect these two each other.
