Laser/lightening effect

I'm extremely new to particles, and would like to create a live laser effect running constant between two objects. How would I go about this, I'm happy to tweak this to my liking so just a quick insight would be brill.

There are a few approaches to this, but for me the easiest way would be to:

Create a Straight Line using EP or CV Curve Tool
Apply a Paint Effects Neon onto it
Animate it the way you want

The longest part of this would be the animation.
