Maya 2020 fundamentals - modelling the real world
Get halfway through a model and find it's an unworkable mess? Can't add edge loops where you need them? Can't subdivide a mesh properly? If any of this sounds familiar check this course out.

Extrude on the horizontal edges of a plane and then scale on the vertical of the two outer verts. If you need to just have the edges then extrude on all the outer edges and delete the inner faces.

or ...

1. create poly cube
2. select the four corner edges
3. select poly mesh bevel
4. adjust the offset

If you just want the border then ...

1. select the top octagonal face
2. select polygon extrude and uniformly scale in

then you can just delete all the extra bits and you are left with the octagonal border shape

Thanks for great advices. :-) However... I need this in curves. Is there any way to avoid making it polygonal?

Use the curve tool and make it on the grid.

oh curves are even easier. So yes you can use maya's curve's tool to create that or you can even create it in Illustrator and import he curves into Maya.

You should try to make your original posts a bit clearer. There was nothing in it that gave me the indication you wanted to produce the shape as a curve. You can use a simple nurbs 1-degree curve for that shape. If you are more comfortable working with bezier Maya supports that method of drawing curves in addition to nurbs.
