How do I get Paint Effects tubes to point "up"?

Is there a way to get the tubes painted on a bumpy NURBS surface to all point up instead of in the direction of the normal?And to do so without having to adjust each tube individually or having it also affect the flowers, leaves, buds, etc?

Have you tried with control curves. That usualy work for me fine... Although if you have too many strokes it will be too boring...

Thers some option where you can set the normal direction IIRC .. don't ask me where exactly tho user added image
